Well, it seems like every baseband chip and its cousin is integrating multimedia functions inside. See this announcement: CommsDesign - Chip set suits entry-level WCDMA handsets. It can also do video recording and playback, though it never mentioned which standard.

Moitah.net has a program called MPEG4 Modifier that can modify an MPEG4 video (Xvid, DivX) without re-encoding. Not exactly sure what it does; probably unpacks the container to extract the elementary stream or something like that.

So turns out OpenGL-ES is only used on cell phones with open OS. Phones using proprietary OSes rely on a Java Virtual Machine plus Java Specification Request (JSR) drivers to handle 3D graphics applications.
